# Your Next Public Sector Partner Marketing Investment May Not Be the Obvious One

### Revenue, pipeline and status don’t always show the next move.

Our data tells us which partners produce revenue, generate pipeline, use MDF and hold strategic status. What it doesn’t always tell us is where the next investment is likely to produce growth.

One strategic partner may warrant more investment. Another may not be a strategic partner but might have significant market potential but lack the readiness or capacity to capitalize on it. And a smaller partner may be better positioned to turn the next campaign, lead or enablement investment into growth. In this way, a partner’s status matters. But - it should be one input into the investment decision, not the only one. The harder question is whether we have enough information to know where additional marketing investment can actually change the outcome of the whole ecosystem.

### Status and revenue aren’t always your biggest indicators

Partners earn strategic status for good reasons: revenue, market reach, contract access, customer relationships and complementary technology relationships. They may also be important to sales or represent a market you want to grow. Those signals matter. But public sector reach is not the same as being ready to create demand and revenue for your solution.

Public sector pipeline development is complex. A partner may generate substantial public sector revenue for other technology companies and still have limited experience selling your offering. Its sellers may not know how to position it in the public sector. Its marketing team may lack the resources to build demand for multiple industries. Its technical team may not yet be ready to support implementation.

Sometimes the issue is simpler: the partner may be strategically important to us while our business is a much smaller priority for them. That changes what additional marketing investment can realistically achieve.

### Readiness matters as much as reach

Before allocating more resources, it’s important to know whether the opportunity is real, whether the partner can act on it, whether you’ve created the conditions for success and what needs to change first. That’s a very different decision from simply looking at which partners are largest, most strategic or historically most productive.

Partner marketing creates the most value when it helps move opportunities through the full public sector GovBuyer’s JourneyTM. That means looking beyond whether a partner can run a campaign or generate a lead. We should also ask:

- Can the partner reach and engage the right government buyers?
- Do their consulting strengths align to key market catalysts?
- Do its marketers know how to drive differentiated awareness and demand in the public sector?
- Can it nurture demand through lengthy procurement cycle?
- Do its sellers have relationships with the key GovBuyers in their target agencies?
- Will its sellers know how to align traditional public sector personas to advance the opportunity once marketing creates it?
- Does it have the technical and organizational support to carry that opportunity through?

If one of those pieces is missing, more marketing investment may not be the right first move.

A public sector partner with significant potential on paper may not be ready for incremental marketing investment yet. That doesn’t make the partner unimportant. It may mean readiness or enablement needs to come first.

And the answer isn’t only about the partner. Your company’s partner model also shapes what that partner can achieve. Even a capable partner can struggle if they’re not provided clear positioning, seller enablement, joint planning, marketing support or access to the right internal teams.

A partner may be ready to move, but unclear priorities, weak handoffs or slow support can also stall an opportunity before it reaches pipeline. So the investment decision should consider both sides: whether the partner is ready to perform and whether your partner model gives the partner and their internal teams what they need to succeed.

### Public sector readiness requires more

In the public sector, generating interest is only the beginning. Partners have to navigate long buying cycles, multiple stakeholders, procurement paths and agency-specific priorities. They need enough public sector market knowledge to understand how demand progresses, who must be engaged and what needs to happen next. They also need the sales and technical depth to carry the opportunity beyond marketing engagement.

A partner can perform well commercially, or even have a large government business, and still not be ready to create demand and revenue for a particular solution. Public sector context changes what readiness looks like.

### Start with the facts, then decide where to invest

Better information doesn’t necessarily lead you away from strategic partners. It may confirm they warrant more investment. It may show that readiness or enablement should come first. Or it may reveal an opportunity elsewhere in the ecosystem that performance data alone would miss.

And, if you feel that you may be lacking in some of the areas above, the goal isn’t to overturn partner strategy. It’s to make the next investment decision with a clearer view of what will determine the outcome.
